Tangipahoa Parish says MEMA told them that dam breach is imminent. Louisiana Gov. Bobby Jindal said an intentional breach will be made between 2-3 p.m. to alleviate pressure. The plot thickens this morning as Debby drifts slowly northeastward in the NE Gulf of Mexico, bringing tropical storm conditions the Florida panhandle.
